You can always learn more about whether a property is affected by the Federal Coastal Barrier Resources Act by contacting the United States Department of the Interior or the Monroe County Planning Department. If property is designated as such, it is not eligible for federally-subsidized flood insurance nor some other benefits. One tool that insurance agents, surveyors and property owners use that we frequently refer to is the automated “CBRS Validation Tool” accessible through the Coastal Barrier Resources System (CBRS) Mapper. It lets us find a particular location to produce “CBRS Mapper Documentation” which stated whether that location is within or outside of the CBRS.

Coastal Barrier Resources Act (CBRA) of 1982

The Coastal Barrier Resources Act (CBRA) of 1982 and its amendments designate relatively undeveloped coastal barriers as part of the John H. Chafee Coastal Barrier Resources System (CBRS). It encourages the conservation of biologically rich areas, often prone to hurricanes.
How? It simply restricts federal spending that would encourage development. For example, federally provided flood insurance encourages new development. The areas can often still be developed as long as private developers or other non-federal parties bear the full cost of the development.
