The Black Business Loan Program is a Florida program through the Florida Department of Economic Opportunity (DEO) that provides loans, loan guarantees, or investments to black businesses through Loan Administrators. In order to qualify, the black business owner must not be able to otherwise obtain capital through conventional lending institutions. Plus, they must be able to show that they would be able to compete successfully in the private sector if they were able to get a loan.
Each year funds are set aside for the Black Business Loan Program by the Florida Legislature. Then, the Florida Department of Economic Opportunity (DEO) distributes an equal amount of the appropriation to all Loan Administrators that are certified for that fiscal year. Any interested Loan Administrators have to submit their “Application for Certification” or “Application for Recertification” and a “Conflict Statement” (DEO Form 7102.3) during the application period. The application period began on May 1, and closes this year on June 1, 2019.
All interested Loan Administrators should check with the Florida DEO to participate in the Black Business Loan Program.
